It is very unusual that installing a mezzanine floor will require planning permission, however it must meet building regulations BS5950 part 1 and BS6399 part 5.  These regulations cover important safety features such as smoke detectors and fire escapes and protection.  It is usual practice that whoever installs the mezzanine floor will take care of any relevant planning permission and ensure the relevant building regulations are taken care of.

A standard mezzanine flooring for retail or office use can take a weight of up to 360kg per square meter, whilst storage and production flooring can hold up to 500 kg per square meter.  Mezzanine flooring can accommodate for shelving, racking, office furniture and equipment.
